HELP Minnesotans take legal action for harm by federal law enforcement

The Civil Rights Litigation Loan Fund helps Minnesotans harmed by federal law enforcement cover legal expenses associated with a complaint or lawsuit.

Who We Are

the civil rights litigation loan fund lets minnesotans borrow to cover legal expenses in cases against federal law enforcement and return the funds if they win compensation. The fund does not pay attorney fees, only case expenses.

Loans are free of interest, and repayment is not required for those who do not win compensation. Distribution decisions are made periodically by a Board whose members are not eligible to receive any loans or payment. We focus support on cases under the Federal Tort Claims Act (FTCA) against the federal government (including those involving abuses by the Department of Homeland Security, Immigration and Customs Enforcement, and Customs and Border Patrol). In most cases federal law blocks lawsuits against individual officers, but FTCA lawsuits do provide a path for victims to secure relief and for the record of abuse to be established.  The fund is not a tax-exempt organization.

A request page is forthcoming for Minnesotans of any citizenship who have secured an attorney and are looking for funds to support complaints or cases against federal law enforcement. At this time, we are gathering donations and speaking with impacted community members offline.
